SC dismisses appeal by British national ASI

A division bench of the Supreme Court of Pakistan on Wednesday dismissed an appeal by a British nationality holder Punjab Police Assistant Sub-Inspector (ASI) Amir Raza Khan for his reinstatement. Khan was terminated in March 2008 on account of a two-year long absence without intimation to the department. The bench comprising Justice Jawwad S Khwaja and Justice Mian Saqib Nisar criticised the carefree attitude of the ASI and doubted the excuse of schizophrenia problem he had made to justify his uninformed leave. Khwaja said that if the appellant was a British national what necessitated him to serve the police as an ASI. About his carefree attitude, the judge said in the context of prevalent unemployment in the country the appellant had unlawfully enjoyed years in England without bothering to inform the department. Nisar asked the appellant counsel about schizophrenia but he failed to give a satisfactory reply on which the judge explained that it was a psychological problem wherein a person gets a superiority complex and becomes self-conceited to think himself above others in all respects. Khwaja referred to a number of cases he had dealt with previously and said that most of the top-level functionaries in politics and the civil services relied on schizophrenia to get relief. The court dismissed the plea finding no merit therein.
