The terrorists’ attack on Pakistan Navy Station Mehran shows that the government has failed to control law and order in the country, Chief Justice Iftikhar Muhammad Chaudhry said on Monday.
“What is going on in the country? Why is law and order in the country not getting under control?” the chief justice asked.
He said the Balochistan government should look for the root cause of the worsening law and order in the province, as it had worsened after Akbar Bugti’s killing. He said if action had been taken against the culprits involved in Bugti’s killing, the situation would have been better today.
Heading a three-member SC bench also including Justice Sair Ali and Justice Ghulam Rabbani, the chief justice was hearing a petition moved by Balochistan High Court Bar Association President Hadi Shakeel against the increasing violence, targeted killing and abduction for ransom in the province.
The court rejected the Balochistan chief secretary’s report on the incidents of violence in the province during the last three years and directed him to take concrete steps to overcome the worsening law and order in the province.
During the hearing, the court also took suo motu notice on the killing of five Chechens in Kharoatabad by the Frontier Constabulary (FC) and directed the chief secretary to submit a report on the incident within two weeks.
Asked what action had been taken against the FC’s colonel who killed the Chechens, the chief secretary said the FC was under the government’s control. The court asked him whether the provincial government had given any application to the federal government for action against the colonel, at which the chief secretary remained silent.
The court noted that the Balochistan home minister had admitted in his report of 2008 that the law and order situation was not under their control.
At the outset of hearing, Balochistan Chief Secretary Ahmad Bakhsh Lehri submitted a report over the worsening law and order in Balochistan.
