A true picture of “Justice delayed is justice denied” can be judged from the performance of the police who failed to submit 13,728 challans to the courts in last four years. The legal limit to submit challan of every case is 15 days, but the police have failed to comply with it. At least 80,000 cases were lodged in 30 police stations of the district in four years, but the police could not submit challans of 13,728 cases to the courts.Only three challans out of 928 cases which had been registered during the first fortnight of the current month have been submitted to the courts. District and Sessions Judge Muhammad Rashid Qamar took serious notice of the delay and directed the police to submit challans to the prosecution department so that the hearing of these cases could be started.He issued these orders while chairing a monthly meeting of the Criminal Justice Coordination Committee attended by District Prosecutor Nisar Ahmad Gondal, City Police Officer (CPO) Ghulam Mahmood Dogar, Senior Superintendent of Police (SSP) Shaukat Javed, Executive District Officer (EDO) Nisar Ahmad Cheema, District Coordination Officer (DCO) Nabil Ahmad Awan, Jail Superintendent Malik Zia-ud-Din and the heads of various departments. Rashid Qamar also directed the health EDO to take appropriate steps for streamlining the process of medico-legal certificates and ensure early treatment of the poor.
