Victim’s mother seeks court’s help

A woman on Tuesday moved a trial court for the registration of a first information report (FIR) against two men she accused of raping her daughter. Balqees Akhtar, a resident of Rawalpindi who runs an NGO, on Tuesday filed an application under Section 22-A in the court of Islamabad additional sessions judge.
Balqees contended that the accused, Mian Asif, raped her daughter at gunpoint in March, 2011. She said Asif, while claiming to be a judge, had contacted her daughter and offered funding for their NGO. She said that accused called her daughter at his residence situated in Sector G-11 for setting the modalities for funding, where he raped her at gunpoint.
“Upon my resistance, he threatened to kill me and sending my family to jail,” the application quoted the victim as saying. The petitioner told the court that she lodged an application with the Industrial Area police station on March 3, 2011 for the registration of an FIR against the culprit, but no action had been taken on her application so far. “Police is still delaying the registration of an FIR,” Balqees’ lawyer said.
The petitioner requested the judge to direct the officials concerned to register an FIR against two culprits, main accused Mian Asif for raping her daughter and his friend Azhar for facilitating the accused. Additional Sessions Judge Muhammad Akmal Khan then directed the SHO concerned to register an FIR against the culprits and submit an inquiry report on May 19.
