The Implementation Commission on Tuesday decided to devolve all remaining ministries in one go by merging the third and fourth phases of the devolution plan in order to meet the June 30 deadline. A source told Pakistan Today that the decision was made by the commission chairman Raza Rabbani, as he wanted to complete the devolution at the earliest.
The source said, since the devolution plan was already running late, the meeting had decided to merge the third phase with the fourth to complete the devolution process in time. “Since the commission has failed to meet its own deadline of May 15 for completion the third phase, the meeting decided to merge both phases to avoid any negative message,” the source added.
