Sindh govt ignores rules while re-appropriating CDGK funds

Keeping its promise with its coalition partner Muttahida Qaumi Movement (MQM), the PPP-led Sindh government has started re-appropriating funds for the City District Government Karachi (CDGK) in the fiscal budget of 2010-11, but necessary procedures are being ignored in this process.
Reliable sources told Pakistan Today that administrative departments need to go through a lengthy process to have their funds re-appropriated following a ‘merit-based and transparent procedures.’
The Planning and Development (P&D) Department has forwarded a letter No SO(ADMIN.I)(P&D)12(63)/11, notifying the formation of a 12-member committee tasked with considering and examining re-appropriation proposals from various departments. The committee includes the additional chief secretary (P&D) as chairman, special secretary (Development), special secretary (Technical), special secretary (S&T), chief (Water and Power), chief economist, secretary (P&D), Monitoring and Evaluation Cell director general, department administrative head, executing authority concerned, finance department representative and the section chief concerned.
The committee will evaluate the justifications submitted by the department for re-appropriation of funds besides examining their proposals in line with the overall performance of the department. It would also examine the chronological proceedings on a particular scheme and assess the reasons of slow pace. The committee will meet twice a week to consider the fund re-appropriation proposals.
However, the sources disclosed that the committee had re-appropriated at least Rs 300 million allocated for the development projects of the City District Government Karachi without following the set rules and regulations.
