LHC warns Punjab govt against non-payment of teachers’ allowance

LAHORE – Lahore High Court (LHC) Justice Sheikh Azmat Saeed on Wednesday warned the Punjab secretary finance of stern action if the “Big City Allowance” was not given to the teachers serving within the jurisdiction of the Lahore city district government.
An Assistant Advocate General undertook on behalf of the government that the matter would be resolved before the next hearing on May 3. Justice Saeed observed that if the matter was not resolved by the next hearing, the court would have no other option but to proceed with the case in accordance with the law.”
Government High School Raiwind Road’s Senior Headmaster Abdul Rasheed filed a contempt of court petition submitting that the local government and community development secretary had issued a notification on June 29, 2005 with regard to the provision of a “Big City Allowance” to all teachers serving within the limits of Lahore city district government, but the said allowance was never paid to the teachers. He said that the court’s ruling in favour of the teachers on Nov 14, 2008 had directed the finance secretary to issue a notification for the grant of the allowance. However, the secretary had filed an intra-court appeal against that order but the same was dismissed, said the petitioner.
He said that the order of the single bench attained finality as no other appeal was pending before the LHC or the Supreme Court. The petitioner prayed that contempt of court’s proceedings be initiated against the respondent authorities for not complying with the court order.
