KARACHI – The government’s apathy towards the literacy and technology is not limited only to the dissolution of the Higher Education Commission (HEC) as the IT&Telecom Ministry has also seen repeated shuffling of ministers and secretaries in last three years. The latest minister Dr Babar Awan has also resigned for appearing in the Supreme Court in ZAB Reference and now the ministry is again without a head. Before Awan, Prime Minister Yousaf Raza Gilani used to over see the ministerial affairs.
And before than Sardar Assef Ahmed Ali, the then Education Minister had been made the minister in December last.
Sardar Assef succeeded Sardar Latif Khan Khosa who had held this position for almost five months until his removal by the PM in July last. After being sacked, Khosa still served as PM’s advisor on MoITT for some time. Khosa during his term as minister had sacked six directors of ICT Research and Development Fund for resisting his brother-in-law’s appointment on a top slot. The ministry has also seen recurrent shuffling of secretaries.
Nagibullah Malik served the MoITT as its secretary for almost 21 months and was axed by Sardar Latif Khan Khosa. Before that Abdur Rauf Chaudhry was the secretary. He was also secretary for Cabinet Division. It is pertinent to mention that the Federal Secretary of MoITT also heads the PTCL board, and he or she also supervises autonomous departments under the ministry including Electronic Government Directorate (EGD), National Telecommunication Corporation (NTC), Telecommunications Foundation (TF), Special Telecommunications Organisation (SCO), and Virtual University.

I have an Suggestion to IT division Pakistan that there should be a website or DataBase that collect all Information of the Person of
their "Nikah" held in Pakistan because several cases are being heard every day that person has already married or some people prepare
false "Nikah nama" and taking out pakistani ladies to dubai aur other countries and they sold out them , The crime is again become
active.
The website is very easy , like we check our how many sims are registered at our NIC like that we can check by enetering NIC that the
person is already Married our not . website or software can be duble check by entering NIC and passport number both.
another way to make it not interferrable to people who wants to trick smart softwares too is that use some service of NADRA to
validate thumb and Finger Imprssion if it match at the Time of Nikah nama at some small device( all Registered Nihak nama center).
The person give the impression on device by their thumb and Finger , the device hit the nadra database's certain level of data to
match ( thumb impression , name , CNIC ), if data already exist in "Nihak Database" it mean the person is married..
This will be very easy webiste , it need very few level of NADRA database info by using webservice that Nadra provide to the
consumer. The only hactic work is to collect paper work Nikah nama from all over the pakistan .
