Education Management Reforms programme extended in fourteen districts of Sindh

KARACHI – Fourteen districts of Sindh have been given extension in the Education Management Reforms (EMR) activities under the ongoing Sindh Education Reform Programme (SERP) as part of the EMR extension plan for the academic session 2011 and onwards. According to a notification number No SO (G-1)/E&LD/SERP-EMR (Extension /Roll Out) /2011, following the summary on the ‘Policy Reforms in Education Leadership and Management in Sindh’ approved by the competent authority – the Sindh chief minister – in April, 2009; and as a result of positive feedback and interest received from districts relating to ongoing pilot reform activities under the EMR in three talukas/districts, fourteen districts in the province have been selected for the extension of the EMR activities under the ongoing SERP.
These districts are – Dadu (Dadu taluka), Naushehro Feroz (Naushehro Feroze taluka), Mirpurkhas (Mirpurkhas taluka), Sanghar (Sanghar taluka), Umerkot (Umerkot taluka), Thatta (Thatta taluka), Shaheed Benazirabad (Daur taluka), Khairpur (Faiz Ganj taluka), Larkana (Larkana taluka), Shikarpur (Shikarpur taluka), Jacobabad (Jacobabad taluka), Qambar at Shahdadkot (Shahdadkot taluka), Kashmore at Kandhkot (Kashmore taluka) and Badin (Badin taluka). Some reforms will be carried out in the districts in partnership with willing development partners and third parties under the SERP.
The reforms include introduction of a district education development planning/ medium-term budgetary framework in the partner districts under the direct supervision of the Economic Reform Unit and introduction of a quality assurance framework for the improvement of quality of education by providing district quality assurance teams (school advisors/evaluators) with or without the third party assistance. Similarly, specific positions would be introduced for the improvement of education management such as a district officer education (quality assurance), a district officer education (development planning), a school evaluator, a school advisor and a head teacher (preferably with a deputy head teacher and advisory teacher).
Primary schools would be consolidated through a cluster-based school management system with a guide teacher working as the head teacher of each cluster formed (maximum 6 schools), preferably with a deputy head, guide or an advisory teacher assisting with the work and management of the cluster. An electronic communication system within district and provincial educational offices would be introduced and programme coordination with districts and development partners will also be carried out under the project.

  1. I think this is very effective program introduced by sind government to improve education in rural areas of Sind, where usually rural people complain about delivering of poor quality education. Ashok.
