ISLAMABAD – A contempt petition was filed with the Supreme Court on Monday seeking punishment to Masood Chishti, the law secretary, for not implementing the apex court’s order over recommendations of the Judicial Commission for the appointment of high court judges. Munir Hussain Bhatti and Kamran Murtaza filed the petition under Articles 187, 190 and 204 of the constitution read with Order XXVII of the Supreme Court Rules 1980 and all other enabling constitutional and statutory provisions.
They prayed the court to pass an order for prosecuting and punishing Chishti with a custodial sentence for having committed contempt of court. They further prayed the court to direct Chishti to implement the short order and judgment of March 4, 2011 and issue notification of appointment of four additional judges of the Lahore High Court, including Justice Mamoon Rashid Sheikh, Justice Muhammad Farrukh Irfan Khan, Justice Syed Mazahar Ali Akber Naqvi and Justice Muhammad Yawar Ali within 24 hours in compliance with the court’s orders. They contended that the law secretary had disregarded the apex court by not issuing the notifications despite the passage of more than 24 days.
