LAHORE – The Executive Board of the International Hockey Federation has taken a number of key decisions in its recent meeting. A decision has been taken to replace penalty strokes with penalty shoot-outs. The Pakistan Hockey Federation has already implemented and is working since the last two years on the change since that was finalised by the FIH.
According to the rules, one member of the playing eleven and/or on the bench will be allowed to take one penalty, while the goalpost will be decided by the umpire and the toss of a coin will decide who starts the activity. It was also decided that a suspended player will not be part of the penalty shoot-outs.
In the event of an equal number of goals scored or awarded after each team has taken five shoot-outs, a second series of penalty shoot-outs will be conducted with the same players, subject to an incapacitated defending goalkeeper(s) being replaced. When one team has scored or has been awarded one more goal than the opposing team after an equal number of strokes (no minimum, no maximum), that team shall be the winner.
