EPA DG transferred after being sent on forced leave

ISLAMABAD – The Ministry of Environment has transferred Pakistan Environment Protection Agency (Pak-EPA) Director General Asif Shujah to National Energy Conservation Centre (ENERCON). It is learnt that a few months ago, the ministry decided to send Asif Shujah on a forced leave after differences erupted between him and the higher authorities over some important issues.
“He has been transferred to ENERCON which is an attached department of the Ministry of Environment,” said an official requesting anonymity. Asif Shujah said, “Yes I heard that I have been transferred to ENERCON as Information Technology chief, but I have not received the transfer letter yet as I am in my home town, Multan.”
Environment Secretary Khawaja Muhammand Naeem had transferred him though he was not legally authorised to transfer a grade 20 official, he said adding that only the prime minister could transfer him. He said the post he was transferred to was irrelevant for him as that did not match his degree and experience, “I am a technical professional and I do not know what I will do in my new office,” he added. Ministry of Environment Administration and Coordination Joint Secretary Iftikhar Rahim Khan said it was true that Asif Shujah had been transferred but the formal notification in this regard had not been issued so far.
He added the federal secretary was fully authorised to transfer anyone from his or her office to another in the same grade. Asif Shujah was holding the grade 20 so the secretary was authorised to transfer him to any other institution in the same grade, he said. Another official said the ministry had not followed the rules and regulations in giving the current charge of director general to Asad Ullah Faiz who was an employee of scale 18 and could not be given the charge of grade 20.
