ISLAMABAD – The Capital Development Authority (CDA) high-ups have appointed about 250 people without any tests or interviews while at the same time they have ignored hundreds of other candidates who were tested and interviewed during the recruitment drive.
CDA had received thousands of applications for various posts including Assistant Director, UDC, Assistants, Sub engineers and Doctors last year after the authority advertised in the press. “The CDA human resources department also conducted test and interviews of these candidates but did not make their appointments so far,” a source in CDA said. He revealed that under the CDA’s rules and regulations officials would make appointments on daily wages according to their requirement and after conducting proper tests and interviews.
CDA’s bigwigs however had started appointments against the posts on daily wages without following the rules. He also disclosed that the CDA could appoint a small number of people on daily wages in the lower cadres but making such a huge number of appointments was an open violation of CDA regulations.
He said that so far CDA had appointed assistant directors, administration officers, assistant, UDCs, LDCs and sweepers on daily wages in different directorates. “People who were appointed by the CDA on daily wages either have strong links with political circles or have affiliation with CDA’s big bosses,” he said.
CDA Deputy Director Public Relations Ramzan Sajid when contacted said that CDA had appointed a small number of people on daily wages. “The main reason of appointment on daily wages is to avert financial burden,” he added.
He denied nepotism on CDA’s part and claimed that all appointments were made on merit. Earlier, CDA had conducted tests and interviews for around 800 posts but due to financial crisis, the authority delayed the appointments against those vacancies.
