The Lahore Development Authority (LDA) has turned down a well-planned move of a 50 percent hike in transfer fee of plots in its own housing schemes and decided to uphold the present ratio for all allotted, auction and exemption plots, Pakistan Today has learnt.
The proposal to increase the levy on transfer of plots of 3 marlas, 5 marlas, 7 marlas, 250-square metres and more than 250-square metres was floated by highly-ranked officials working on probation and having close association with former LDA DG Umer Rasool. These District Management Group (DMG) officers submitted the suggestion as a solution to decrease the budgetary deficit but the governing body of LDA rejected the proposal terming it as “unworkable”. According to rules, LDA charges Rs 3,000 as transfer fee for the first time, Rs 5,000 for the second time, Rs 7,000 for the third time and Rs 9,000 for the fourth time on 3 marlas plots. Officials had suggested increasing the fees to Rs 4,500 for the first time, Rs 7,500 for the second time, Rs 10,500 for the third time and Rs 13,500 for the fourth time on 3 marlas plots.
For 5 marlas plot, the LDA charged Rs 5,000 as transfer fee for the first time, Rs 10,000 for the second time, Rs 15,000 for the third time and Rs 20,000 for the fourth time. It was suggested to increase the transfer fee to Rs 7,500, Rs 15,000, Rs 22,500 and Rs. 30,000 respectively for 5 marlas plots. Regarding 7 marlas plots, the present transfer fees is Rs 10,000 for the first time, Rs 15,000 for the second time, Rs 25,000 for the third time and Rs 45,000 for the fourth time against the Rs 15,000, Rs 22,500, Rs 37,500, Rs 67,500 respectively recommended by high-ups.
Present transfer fees for 250-square metre plots are Rs 25,000 for the first time, Rs 40,000 for the second time, Rs 60,000 for the third time and Rs 80,000 for the fourth time while it was proposed to increase it to Rs 37,500, Rs 60,000, Rs 90,000 and Rs 0.20 million respectively for same size plots. Plots measuring more than 250-square metres have Rs 40,000 as transfer fees for the first time, Rs 50,000 for the second time, Rs 70,000 for the third time and Rs 0.1 million for the fourth time and the suggestion was to increase the fees to Rs 6,000 and Rs 75,000 and Rs 0.1 million and Rs 0.50 million respectively.
LDA’s transfer fee for 3 marlas auction plots is Rs 10,000 for the first time, Rs 15,000 for the second time and Rs 30,000 for the third time and Rs 45,000 for the fourth time and the proposal was to hike the transfer fee up to Rs 15,000, Rs 22,500, Rs 45,000, Rs 67,500 respectively. For 5 marlas auction plots, transfer fee stands at Rs 15,000 for the first time, Rs 20,000 for the second time, Rs 40,000 for the third time, Rs 60,000 for the fourth time against Rs 22,500, Rs 30,000, Rs 60,000 and Rs 90,000 as suggested in the governing body meeting of LDA.
For 7 marlas auction plots, LDA receives Rs 18,000 as transfer fee for the first time, Rs 25,000 for the second time, Rs 45,000 for the third time, Rs 75,000 for the fourth time and the proposed increase was Rs 27,000, Rs 37,500, Rs 67,500 and Rs 0.12 million respectively. Auction plot of 250-square metres have fees of Rs 25,000 for the first time, Rs 45,000 for the second time, Rs 65,000 for the third time and Rs 95,000 for the fourth time whereas top guns of LDA suggested Rs 37,500, Rs 67,500, Rs 97,500 and Rs 0.42 million respectively.
For auction plots bigger than 250-square metres, transfer fee is Rs 50,000 for the first time, Rs 70,000 for the second time, Rs 90,000 for the third time and Rs 0.20 million for the fourth time and the recommendation was to swell the transfer fee to Rs 75,000, Rs 0.1 million, Rs 0.135 million and Rs 0.180 million respectively. For exemption plots of 3 marlas, LDA has imposed Rs 3,000 as transfer fee for first time, Rs 5,000 for the second time, Rs 7,000 for the third time and Rs 9,000 for the fourth time and the suggestion was to hike the transfer fee to Rs 4,500, Rs 7,500, Rs 10,500 and Rs 13,500 respectively.
For 5 marlas exemption plots, the transfer fee stands at Rs 5,000 for the first time, Rs 10,000 for the second time, Rs 15,000 for the third time and Rs 20,000 for the fourth time. It was recommended to increase the fees up to Rs 7,500, Rs 15,000, Rs 22,500 and Rs 30,000 respectively. For 7 marlas exemption plots, transfer fee is Rs 10,000 for the first time Rs 15,000 for the second time, Rs 25,000 for the third time and Rs 45,000 for the fourth time against Rs 15,000, Rs 22,500, Rs 37,500 and Rs 67,500 respectively suggested in the governing body meeting. For exemption plots of 250-square metres, transfer fee is Rs 25,000 for the first time, Rs 40,000 for the second time, Rs 60,000 for the third time, Rs 80,000 for the fourth time while the recommendation was to shoot up the fees up to Rs 37,500, Rs 60,000, Rs 90,000 and Rs 0.12 million
For exemption plots of bigger than 250-square metres, the transfer fees is Rs 40,000 for the first time, Rs 50,000 for the second time, Rs 70,000 for the third time and Rs 0.1 million for the fourth time. It was suggested to raise the transfer fee to Rs 60,000, Rs 75,000, Rs 0.1 million and Rs 0.15 million respectively.
