Technical body for grain storage project holds first moot

KARACHI – The technical and financial evaluation committee formed by the Sindh government to select a private partner for the execution of the modern grain storage facility project in the public-private partnership mode held its first meeting on Wednesday.
The meeting, presided over by Adviser to the Sindh Chief Minister on Planning and Development Dr Kaiser Bengali, discussed the modalities and framework of the grain storage project. The committee includes adviser to the chief minister on planning and development, the P&D additional chief secretary, secretaries of the Finance, Food, Agriculture departments, director III, Public Private Partnership Unit Finance director, and the grain storage facility’s project manager.
The committee is also acting as the steering committee as per clause1(d) of Financial Advisory Services Agreement to review the progress during the due diligence period and make recommendations on the transaction structure report prepared by the consultants to the Public-Private Partnership Policy Board for approval.
The committee would oversee the selection process of private partner (developer) for the project and might extend the date in respect of any activity of the project timeline in accordance with the provisions of Sindh Public Procurement Rules 2010. It would pre-qualify the bidders on the basis of the evaluation criteria issued to them for the issuance of bidding documents.
The bidding documents such as the evaluation (selection) criteria, request for proposal (RFP), concession agreement and project information memorandum prepared by the transaction advisory consortium would be reviewed
