Judge directs CCPO Lahore to arrange refresher courses for SHOs

LAHORE – Additional District and Session Judge Sana Khan Attique on Wednesday directed Punjab Police inspector general to arrange for the refresher courses for the station house officers (SHO), teaching them how to deal with the public complaints, after Township Police Station SHO repeatedly failed to address to a complaint despite multiple court orders.
The court directed Lahore CCPO to take action against Township Police Station SHO and get the petitioner’s grievance redressed. The court issued these directions during the hearing of an application filed by Ahmad Akbar against the said SHO, submitting that the police was not redressing his grievance despite court orders.
The court declared the petitioner ‘unlucky’ owing to ‘incorrigible’ police conduct including the CCPO. The court observed the police had tried to ‘bring the court to their level’ and caused unnecessary inconvenience for the aggrieved. The court said that SHO and SDPO’s response, even after the CCPO directed the matter to the DIG (Operations) Lahore, was not satisfactory. They submitted to the court that the alleged occurrence and the complainant’s address could not be verified.
It appeared that the SHO had also approached the accused party because he mentioned denial of the occurrence. The court said the petitioner approached the court, which passed an order to the respondent for proceeding in accordance with law. The petitioner submitted his application in Police Station Township but the SHO did not dispose this petition. The court on another petition passed orders and sent the copy of orders to CCPO Lahore but that was also ineffective to mobilise any police officer.
The petitioner approached the court again through another petition upon which court passed a new order and a copy of which was also sent to CCPO Lahore and Township SHO was directed again, who continued to stay put. The court observed that under the law, after the receipt of any complaint about a crime, police was duty bound and had no other option but to refer the matter, after lodging report, to the concerned area magistrate and proceed under section 154 Cr. P. C, for cognizable cases, and 155 CR. P. C, for non cognizable cases.
The court said that it failed to understand that when no FIR had been registered, what made the SHO to contact the complained party. The SDPO Township has also made a similar report before court. Earlier on January 22, 2010, SHO responded to this court requisition for his inaction against the accused party with this submission that he had not received the court orders, but in reply to another petition on January 8, 2011, SHO admitted the receipt of court orders.
The court also directed the CCPO that after FIR registration and investigation, the allegation was found false, he be proceeded against under section 182 PPC.
NAVED IQBAL SENT TO JAIL: Model Town Judicial Magistrate Sahir Islam on Wednesday sent Naveed Iqbal, younger step brother of Supreme Court Justice Javed Iqbal, and Abbas, to jail on judicial remand till February 16. Naveed Iqbal was arrested on the charge of murdering his parents in connivance with Abbas and Ameen.
Earlier, Factory Area police had produced Naveed before the court after completion of their physical remand. Naveed murdered his father Malik Abdul Majeed, retired deputy inspector general of police, and his stepmother Zarina, with the help of his two accomplices, over monetary issues. The accused initially denied the charges before the media, but later admitted his crime.
SUHAIL ZIA’S HEARING ADJOURNED AGAIN: An accountability court on Wednesday adjourned the hearing of a reference filed against Suhail Zia Butt for the third time without framing the charge. Earlier, the court fixed the hearing of reference twice for the framing of charge on accused but could not do so. Now the court has once again fixed February 4 for the framing of charge.
Butt is co-accused in a reference that was filed in 2001, and has been charged that he embezzled Rs two million, when he purchased Ahmad Mension at The Mall for the National Industrial Cooperative Corporation.
LAST CHANCE TO SUBMIT REPLY: An accountability court on Wednesday adjourned the hearing of an application filed by Nexus Capital Management Director Massod Riaz Wahla till February 9. Earlier, the court gave the last chance to the investigation officer of the reference to submit the reply of said application regarding the removal of caution on bank account of Nighat Parveen, accused’ wife, and removal of her name from exit control list (ECL).
Wahla was involved in forex fraud reference and he was released after entering into the agreement of plea bargain with NAB. The court had imposed some sanctions on his assets and caution on the bank account of his wife was one of them, as well as her name has been placed in ECL.
Wahla had filed an application to seek the court direction for removal of said sanctions. The investigation officer of the reference was not submitting the reply of same application so the court on Wednesday gave him the last opportunity to submit the reply of said application.
