ISLAMABAD – Federal Public Service Commission (FPSC) has shown its concerns over what it called the deteriorating standards of education as 133 posts in BS 16-20 could not be filled in 2009 for lack of suitable candidates.
According to the details given in the FPSC annual report filed in the Senate on Friday, suitable candidates with required qualifications were not available or the people having such qualifications did not apply for these posts. A reason could be that better qualified candidates are engaged by the private sector against high salaries. In case the government desires to attract better qualified candidates for the civil service, their pay package and facilities need to be enhanced and kept under constant revision, the FPSC has recommended to the government.
It said education standard at all levels, particularly in Sindh and Balochistan needs the attention of the provincial governments concerned and the Higher Education Commission.
The report reveals that 74 posts were vacant on the last day of 2009 in the Federal Public Service Commission (FPSC). These vacant posts include three members, four directors, seven assistant directors, 56 assistants, 32 steno typists, 34 upper division clerks, 55 lower division clerks and 55 naib qasids.
The FPSC has a total approved strength of 588 officials, including one chairman, 11 members, one secretary, officers (BS 16-21) 142 and other staff (BS 1-15) 433.
The report says that for the past three years the FPSC has been working without its full authorisation of 11 members. The office of the chairman remained vacant for more than nine months, which resulted in delayed finalisation of recruitment cases. The FPSC has told the government to have full strength of the FPSC members to ensure that recruitments are finalised in the shortest possible time.
