LAHORE – The PCS Officers Association has rejected the policy of “downsizing” and “rightsizing” by the Punjab government and termed the move an attempt of the district management group to block their promotional aspects.
The Provincial Civil Service (PCS), the Provincial Secretariat Service (PSS) and the Provincial Management Service (PMS) officer bearers took the decision after a meeting on Monday chaired by its president Rai Manzur Nasir. All 50-members of the executive committee of the PMS Association and vice presidents representing all divisions of Punjab participated in the meeting.
The PCS officers alleged that the move is done by the DMG to block the promotional aspects of PMS Officers in Punjab and it has been done with mala fide intention. They said the PMS Association had 8-meetings with Chief Secretary, Secretary Services and Sardar Zulfiqar Khosa’s committee of CM during last 20 days. If it all was not transparent, why did they not discuss it with PMS Association.
They further said that the claim of saving Rs 6.1 billion is totally false and wrong, as it has not been told whether this saving would be monthly, annually or one time. Sending officers to surplus pool is not understandable, as the cadre of an officer cannot be changed. Actually, PMS officers were to be promoted in the PSB-1 meeting to be held on January 27, in BS-21, 20 and 19.
It was possible as all the obstacles in the way of promotion of PMS officers like Minimum Length of Service Rules, PMS Rules etc have been amended. PMS Officers have got training from NIPA and NMC. So, they were fully eligible for promotion. This move of “rightsizing” has been done by DMG to block the promotion of PMS officers. PMS Association has proposed a formula which can save Rs 30 billion per annum.
For example, DMG officers are using 3 to 8 vehicles (on average) while the entitlement is one vehicle. More than one vehicle must be withdrawn. DMG spends millions of rupees on official residences ie Salman Sidiq spent Rs 8.8 million on the repair of his official residence. Maximum size of an official house should not be more than one-kanal.
All non-APUG officers (customs, accounts, income tax, postal, railway etc) must be sent back to the federal government as their postings in the provinces have been declared illegal and unconstitutional by the Sind High Court and they have been sent back to Federal government en bloc by the Sind government.
The PMS Association requests the CM Punjab to give us time to explain all mentioned above. We have already given a package of “Revenue Reforms” to the Punjab government which is not implemented properly by the DMG. We don’t ask for more money but we can generate double income to implement these revenue reforms within one month.
All 50-members of Executive Committee of PMS Association took oath to defend the rights of themselves and of whole PMS class.
