LAHORE – Transparency International Pakistan (TIP) Chairman Syed Adil Gilani on Monday termed all allegations leveled against him by former National Insurance Company Limited (NICL) chairman Ayaz Khan Niaz and three other directors as “fabricated” while responding to the second questionnaire of the Federal Investigations Agency (FIA) in the NICL land purchase scam worth Rs 5.36 billion. According to sources, Adil, in his reply to the FIA, rejected claims of any deal with NICL officials as mentioned in statements of Niazi and three other directors. The former NICL officials alleged that Adil had offered them a clean chit in the land scam.
According to sources, the TIP chairman admitted that NICL director Amin Qasim Dada did come to his office along with another man but rejected allegations that he either struck a bargain with the NICL through Dada or made any commitment of giving a clean chit to accused officials. According to sources, while responding to the FIA questionnaire, Gilani said that the TIP reports violations of the Public Procurement Rules 2004 to head of the procuring agency and copies are sent to various regulatory authorities, which take action as they deem fit, according to their policy and procedures. He said that timeline of the correspondence regarding the procurement irregularities concerning 803 kanals were sent by TIP confirming that violation of PPRA rules in case of 803 kanals was in official records of the Supreme Court registrar, PSPM, PAC, AGP, NAB and PPRA, since December 14, 2009.
He said that the TIP had also couriered documents containing the information along with copy of the complaint to the Supreme Court by Asif Ahmed dated January 30, 2010, Supreme Court’s letter to the TIP dated August 13, 2010, TIP’s comments, which were sent to the Supreme Court on August 20, 2010 and copies of TIP’s letter to NICL were also couriered to the FIA on December 18, 2010. The TIP’s pointing out of violation of the PPRA Rules to the procuring agency and dissemination of such letters to the Supreme Court registrar, PAC, AGP, NAB and PPRA ascertained that the self fabricated story of Niazi about the TIP’s offer to Dada was false.
