NVM DG refuses to follow implementation commission’s orders

ISLAMABAD: The director general of National Volunteer Movement (NVM), Nazar Hussain, has refused to follow the orders of the implementation commission of surrendering all NVM resources to the Ministry of Youth Affairs.
Sources informed Pakistan Today that in its meeting held on December 1, the Implementation Commission had decided that all five ministries being devolved to the provinces from the Centre and their subordinating organisations would be abolished.
However, the NVM for the time being would be handed over to the Establishment Division, which would complete the process of the body’s wrapping up.
Moreover, the Ministry of Youth Affairs was directed to transfer all NVM resources to the Establishment Division and all its officials working on deputation were to be repatriated to their parent departments.
A notification was issued in this regard, asking all NVM staff to report back to their parent departments by December 7.
However, the NVM sent letters to the Ministry of Youth Affairs, Ministry of Inter-Provincial Coordination (IPC) and the Establishment Division that NVM was an autonomous body and had been transferred to the Establishment Division, so the Youth Affairs Ministry had no point to issue orders.
According to the source, Nazar Hussain claimed that NVM was an autonomous body and was not answerable to the Ministry of Youth Affairs.
Moreover, he was still using official transport and other resources of the NVM despite standing orders from the ministry. Other staffers of the NVM are also using official vehicles and other resources.
