Defence Cogent Plant yet to produce electricity

KARACHI: Defence cogent power plant is not functioning for six months due to compressor faults and the Defence Cogent Ltd (DCL) management, major share holder of the project, is not willing to repair it, sources said on Monday.
The plant is the only steam power plant of the city that can produce 84 megawatts but is switched off because the DCL management claiming scarcity of funds required for plant reparation, sources told Pakistan Today.
The plant generates electricity as well as purifies water through desalination process, was remained mostly dysfunctional for different faults since its installation in February 2008.
Sources said that the DCL contacted Siemens, German manufacturer of the plant which had already repaired it, but the management was yet to arrange money to pay the German company, which would send a technical team to remove the fault.
Frequent eruption of faults in the plant raised a big question over the first experiment of power/desalination plant in the city, sources added.
The plant had established by the DHA Cogent Ltd, a company set up under a joint venture agreement between the DHA and Sacoden (Pvt) Ltd from Singapore and its associates, with a capacity to produce 84megawatts (MW) net electricity and 3 million gallons per day (MGD) of potable water to meet the needs of the Defence Housing Authority residents.
The plant was built in DHA Phase VIII on 10 acres at an approximate cost of $115 million.
