ISLAMABAD: A three-member Supreme Court bench on Tuesday summoned the Punjab inspector general (IG) of police to explain within a week why the court’s earlier orders on the issue of police officers’ promotion had not been implemented so far.
The bench consisting of Justice Javed Iqbal, Justice Jawwad S Khawaja and Justice Anwar Zaheer Jamali noted that its previous orders of October 28 pertaining to the submission of a comprehensive report over the promotion of each police individual had not been implemented.
The court also directed the IG to file replies as to why certain police officials were demoted from their ranks. Zulfiqar Naqvi, lawyer for police officers, told the court that the IG had used his discretion in police promotions.
He said the IG promoted a total of 700 police officials, and demoted five superintendents of police (traffic) to the rank of deputy superintendents of police to accommodate certain blue-eyed officials. He said it was a violation of rules, as senior officers were ignored and juniors promoted.
The court then asked the Punjab IG to explain why previous orders of the court over the issue had not been implemented. The court also questioned if the competent authority had gone through relevant rules and regulations for promotion or the promotions were made at will.
